Never come across this problem before but, thinking it through,it sounds like a faulty charger. The output form the charger is not always true DC but as near as makes no difference. The battery then takes the slightly raw DC and does the final smoothing.
The signs as written in Tommo's post would indicate that, either the charger is of a poor design which relies on the battery to to do the final smoothing or the smoothing circuits in the charger have failed.
Diagnosing faults at a distance is always fraught with difficulties. Either way, it looks like a repair to the charger or a replacement charger.
It would be interesting, when you get the problem sorted, if you could let us know what the problem was and how it was resolved. The result can be filed away for future reference.
Best I can do at a distance.

Dickers

Another thought that struck me reference flickering lights, are you using a leisure battery and how old is it? Is the electrolyte level up to 1/8th inch above the plates?
Dickers.
